If individual with no TIN, can IRBM accept TIN substitute with IC number?

Buyer’s TIN and IC using different fields.  For a Buyer who does not have any TIN, then he/she shall not require an e-Invoice, a normal invoice shall be acceptable, and such invoice shall be consolidated and submitted within 7 calendar days from the month end.  In the consolidated invoice, the Supplier may fill “General Public” in the Buyer’s Name; “EI00000000010” in the Buyer’s TIN; “000000000000” in the Buyer’s ID, and “NA” in Address, Contact, Email, SST fields.
